Braxton Howard Cloutier is your neighbor, an immigration & trial attorney, and President of the Barrington Town Council.

Braxton moved to Barrington with his husband in July 2020, returning to the community where his husband was born and raised. They settled in the Hampden Meadows area with their twin sons, Jacob and Seth, who remain close by.

Since making Barrington their home, Braxton has been committed to building a community where every resident feels represented, respected, and heard.

Before serving as Town Council President, Braxton became the inaugural Chair of the Town of Barrington’s Diversity, Equity, and Inclusion Committee. In that role, he helped lead important conversations about representation, access, and belonging in town government.

Braxton was born and raised in Chapel Hill, North Carolina. He earned his Bachelor of Arts in Romance Languages, with a concentration in Spanish, from North Carolina A&T State University, a historically Black university in Greensboro, North Carolina.

After college, Braxton completed two years of AmeriCorps service with the ACCESS Project, where he worked as a Family Support Specialist. There, he provided education and wellness outreach programs to individuals, families, and immigrant communities in rural North Carolina. That experience shaped his belief that public service should be practical, compassionate, and rooted in listening.

Braxton later earned his Juris Doctor from Roger Williams University School of Law. While in law school, he served as President of the Student Bar Association, received the CALI Award in Trial Advocacy, and was honored with the 2019 Public Interest Award.

Braxton has always believed in community building through the arts, public service, and the pursuit of justice. As Town Council President, he brings that same commitment to Barrington: listening to residents, working respectfully through complex issues, and helping build a town that is represented, sustainable, fiscally responsible, and thriving for future generations.
